As 2024 comes to a close, Commissioner Manolo Reyes of District 4 in Miami has demonstrated a year of dedication, bringing forward significant accomplishments that highlight his commitment to improving the lives of residents in the Flagami and Coral Way neighborhoods. Under his leadership, Miami has witnessed growth and progress across various sectors, including housing, infrastructure, and community development. Affordable housing and groundbreaking projects
One of Commissioner Reyes' most notable achievements in 2024 is the Flagler Villas affordable housing project. Scheduled to break ground in January 2025, the project will offer 60 studio units specifically aimed at seniors aged 60 and older, who earn less than 30% of the area’s median income. This is a critical addition to the city’s affordable housing stock, addressing the needs of a vulnerable demographic. The city is contributing $5 million toward the $11 million project, in addition to the land purchase. These funds are essential to kickstarting the construction, which will take approximately 12 to 14 months.
The units in Flagler Villas in District 4 will be rented with subsidies from the federal government through Plan Ocho ensuring that the rent remains affordable. This initiative aligns with Reyes’ longstanding goal of improving affordable housing availability in Miami, and it marks a major milestone in the fight against housing instability in the city. Major infrastructure investments
One of the most significant achievements of Commissioner Reyes in 2024 is his work on infrastructure projects that have benefited the community in District 4. From extensive roadway improvements to stormwater drainage systems, Reyes has ensured that essential services continue to meet the needs of Miami’s residents. Over 290 trees were planted, and seven traffic circles were enhanced, improving both the aesthetics and functionality of local neighborhoods in District 4. Additionally, major drainage projects were completed, such as those at locations like 6230 Tamiami Canal Rd and SW 4 ST from SW 52 Ave & SW 53 Ave, ensuring better water management and reducing flooding risks.
The Flagami area received $1.5 million in milling and resurfacing work, and over $19 million was invested in roadways and traffic calming initiatives, leading to smoother traffic flow, safer roads, and enhanced public safety. These efforts also included stormwater drainage projects on streets like Tamiami Canal Road, NW 4th Terrace, and several other critical locations. These projects, totaling $5.47 million, installed 193 drainage structures, 2,480 linear feet of solid pipe, and over 3,900 linear feet of exfiltration pipe.
In addition, major roadwork projects like the SW 24th Terrace and SW 25th Street improvements, along with Gold Star Family Memorial intersection enhancements, have improved traffic flow and the overall aesthetics and functionality of the area. The total investment in District 4’s infrastructure projects amounted to approximately $19.4 million, with significant improvements in drainage, road resurfacing, and traffic calming devices.
Park redevelopment and community services
In addition to housing and infrastructure, Commissioner Reyes has made parks and recreation a priority in 2024. Several community spaces have been revitalized, with major investments in park enhancements. For instance, the West End Park Pool project has been undergoing a multi-phase redevelopment, with the first phase already completed and the second phase set for completion in March 2025. The total investment in this project is $19.87 million. The redevelopment of the pool and other park facilities will provide District 4 community members with modern, state-of-the-art recreational spaces.
Another significant park development is the Badia Senior Center at Flagami Park, which is expected to be completed by April 2025, with an investment of $11.88 million. This project is designed to cater to the senior citizens in the area, offering them access to important services and a welcoming environment for socialization. Other Park projects include improvements to Coral Gate Park, Robert King High Park, and the upcoming renovation of Douglas Park. The addition of pickleball courts and basketball court enhancements will offer residents more recreational opportunities.
Commissioner Reyes has recognized the growing demand for well-maintained public spaces in Miami and has continued to invest in both park and community center upgrades.
