Undercover operation targets unlicensed drivers posing as rideshare services
In a concerted effort to enhance passenger safety and curb illegal operations, the Miami-Dade Sheriff’s Office has launched an undercover sting targeting fake rideshare drivers. The initiative aims to identify and penalize individuals posing as legitimate Uber or Lyft drivers without proper authorization, a practice that has raised significant safety concerns among residents and visitors alike.
The operation, conducted in collaboration with the Miami-Dade County Department of Transportation, involves deploying undercover officers to areas with high incidences of illegal solicitations, such as airports and popular tourist spots.
Officers, disguised as travelers with luggage, position themselves strategically to attract unlicensed drivers offering unsolicited rides. Once an offer is made, the undercover team communicates with nearby enforcement units to intercept and address the violators.
Ivan Cotayo, who oversees passenger transportation regulation for the county, emphasized the illegality of such practices: “In Miami-Dade County, it’s prohibited for you to solicit any passengers for transportation.” He further highlighted the risks posed by these unregulated drivers, noting the lack of proper insurance, permits, and background checks, which are mandatory for licensed rideshare operators.
Recent findings
During a recent operation at Port Miami, undercover officers were approached by multiple individuals offering rides without proper credentials. In less than two hours, four individuals were apprehended for illegally soliciting rides. Some of these offenders were repeat violators, which just goes to show the persistence of the issue.
One detained driver, who requested anonymity, expressed desperation, stating, “It’s just what we have to do just to survive. Just to pay rent. We have to do these desperate things just to make money.”
While the sentiments reflect the broader economic challenges faced by some, they don’t mitigate the potential dangers posed to unsuspecting passengers.
Safety implications
The presence of unauthorized rideshare drivers poses significant safety risks. Passengers may unknowingly enter vehicles without proper insurance coverage or vetted drivers, increasing the potential for incidents such as theft, assault, or accidents without adequate recourse.
Cotayo stressed the importance of using official app-based services, which provide essential details like the driver’s identity and vehicle information, ensuring a safer ride experience.
Legal repercussions
Individuals caught operating without proper authorization face substantial penalties. Each offender receives two civil citations, amounting to over $2,000 in fines, and their vehicles are impounded.
Since January 2023, authorities have conducted 28 undercover operations, resulting in the impoundment of 102 vehicles involved in illegal rideshare activities.

To ensure safety when using rideshare services, passengers are advised to:
- Verify vehicle and driver details: Always check that the vehicle’s license plate, make, and model match the information provided in the app. Confirm the driver’s name and photo before entering the vehicle.
- Avoid street hails: Refrain from accepting rides from drivers who approach you directly without a prior booking through the official app.
- Share trip details: Utilize the app’s feature to share your trip status with friends or family, allowing them to track your journey in real time.
- Trust your instincts: If something feels off, cancel the ride and seek alternative transportation.
The Miami-Dade Sheriff’s Office, in partnership with local transportation authorities, remains committed to eradicating illegal rideshare operations.
Regular undercover stings and increased patrols are part of the strategy to deter unauthorized drivers. Community members are encouraged to report suspicious activities and rely solely on verified rideshare platforms to ensure their safety.
