Over time, his firm evolved into a fully integrated development enterprise, responsible for more than 13,000 residential units across South Florida. These were not simply buildings; they were communities designed with intention—places where families could grow, where neighbors could connect, and where the promise of a better life could take root.

In 1976, Milton founded United Property Management (UPM), creating an organization that would ensure his rental communities were not only built with care but also maintained with the same level of integrity.

The Foundation’s mission reflects the values he carried out throughout his life—education, healthcare, research, and the belief that opportunity should be accessible to all.

His understanding of education as a transformative force guided many of the Foundation’s initiatives. He believed deeply in the role that knowledge and access to resources play in shaping individuals and communities, particularly in a society where freedom allows people to pursue their potential.

Through the Foundation, his legacy extends into hospitals, universities, public schools, and community organizations across South Florida. From supporting academic medicine and healthcare innovation to funding scholarships and STEM programs, the Foundation has helped close opportunity gaps and empower individuals to move forward.

Today, the Foundation is led by his daughter-in-law, Ana VeigaMilton, Esq., alongside his three sons, Joseph, Cecil, and Frank, as Trustees, and his grandchildren Alec, Daniella, Diana, Eric, Jessica, Joseph, Jr., Justin, and Nicholas as Board Members - a multi-generational family leadership structure that reflects the enduring strength of the Milton family’s commitment to service. This continuity ensures that José Milton’s values—discipline, generosity, fiscal responsibility, and love for South Florida—remain active forces in enhancing the region’s future.
