Florida boosts animal protection with ‘Trooper’s Law’ and ‘Dexter’s Law’

New legislation targets pet abandonment during disasters and aggravated animal cruelty

On May 28, 2025, Governor Ron DeSantis signed Senate Bill 150, known as “Trooper’s Law,” and House Bill 255, dubbed “Dexter’s Law,” in order to address the mistreatment of animals in the state.

Trooper’s Law

During Hurricane Milton, a bull terrier named Trooper was found chained to a fence along Interstate 75 near Tampa. He was later rescued by the Florida Highway Patrol.

However, the harrowing incident sparked outrage, and it led to the formation of Senate Bill 150, also known as the “Trooper’s Law.”

Under this new bill, it is now a third-degree felony to restrain and abandon a dog outdoors during a declared natural disaster or when evacuation orders are in place. Those found guilty will be liable to imprisonment for up to five years and fines of up to $10,000.

The law further codifies penalties for those failing to provide confined animals with adequate food, water, and exercise and for abandoning an animal. It categorizes these offenses as first-degree misdemeanors with corresponding fines.

Dexter’s Law

“Dexter’s Law” addresses the grave issue of aggravated animal cruelty. It is named after a shelter dog brutally killed in Pinellas County shortly after adoption. The legislation enhances penalties for such offenses.

Key provisions of the law include a 1.25 sentencing multiplier for aggravated animal cruelty cases in order to ensure that offenders receive harsher punishments.

Furthermore, the law mandates the creation of Florida’s first animal abuser database, which will publicly list offenders convicted of animal cruelty to spread awareness and boost prevention efforts.

“Across Florida, we have seen horrifying instances of animal cruelty that demand a stronger response.” Governor DeSantis stated. “I was proud to sign Trooper’s Law and Dexter’s Law today. Florida stands by man’s best friend.”
