Dariel Fernandez is Expanding Access to Services Through New License Plate Agencies

The financing is typically repaid through a non-ad valorem assessment included on a property owner's annual tax bill.

While many homeowners have successfully used PACE financing to improve their properties, concerns have periodically emerged regarding contractor misconduct, deceptive sales practices, incomplete work, and misunderstandings about financing terms. The new partnership seeks to address those concerns through enhanced communication, information sharing, and oversight.

According to Dariel Fernandez, the initiative will focus on identifying potentially fraudulent activity, reviewing contractor complaints, and ensuring participating contractors comply with applicable laws, licensing requirements, and consumer-protection standards.

The partnership will also explore lawful enforcement options when contractors repeatedly violate rules or engage in fraudulent behavior. These actions may include reviewing whether a contractor's Local Business Tax Receipt should be suspended, denied renewal, or revoked when legally authorized and after appropriate due-process procedures have been followed.

Dariel Fernandez emphasized that the objective is not to hinder legitimate businesses but to support responsible entrepreneurs while protecting residents from bad actors.

Consumer protection has become an increasingly important issue throughout South Florida as homeowners navigate major investments related to storm resilience, energy efficiency, and property maintenance. By strengthening oversight and improving coordination between agencies and industry partners, the initiative aims to provide residents with greater confidence when making financial decisions involving home improvement projects.
