Commissioner Manolo Reyes launches construction on Flagler Villas: A new hope for seniors in Miami

Manolo Reyes launches affordable housing project aimed at addressing the housing crisis for low-income seniors while honoring a legacy of service

A special tribute amidst a groundbreaking initiative

City of Miami Commissioner Manolo Reyes proudly announced the commencement of construction on Flagler Villas, a new affordable housing project dedicated to seniors. This significant initiative aims to address the escalating housing crisis faced by Miami's elderly population, providing them with safe and affordable living options.

While the event marked a pivotal moment in addressing Miami’s housing needs, it also carried a deeply personal and unexpected highlight. The Related Urban Development Group, the project’s construction partner, surprised Commissioner Manolo Reyes by naming the building “Alcalde Payés” in honor of his father, who served as mayor in his native Victoria de las Tunas, Cuba.

“It was a surprise and a very emotional moment because everything I do for my community I learned from my father,” shared Commissioner Reyes. “He was the one who taught me to be a good public servant.”

This heartfelt tribute underscores the legacy of public service that runs deep in Commissioner Reyes’ family, adding a layer of significance to an already impactful community project.

A commitment to affordable housing and community development

In his remarks at the ceremony, Commissioner Manolo Reyes reiterated his dedication to improving the living conditions for Miami’s senior residents. “Starting the construction of this brand-new building for seniors represents fulfilling the promise I made to the residents of our city to help alleviate the housing crisis we face," he said. "For many of these seniors, it will represent the dream of having a decent and safe home come true at a cost they can afford.”

Flagler Villas will feature a six-story building with 60 one-bedroom, one-bathroom apartments designed for seniors aged 60 and older. To qualify, residents must have an income below 30% of the Area Median Income (AMI), ensuring the project serves those most in need.

Located at 5215 W Flagler Street, the project represents the first of two phases of a broader initiative to address the housing crisis in Miami. Its estimated $11 million cost is funded through a combination of City of Miami and federal resources, highlighting the importance of public-private collaboration.

Building a better future for seniors

The Flagler Villas project is not only a vital resource for Miami’s seniors but also a symbol of hope and progress for the city. Amenities on the ground floor, including a property management office and community spaces, are designed to enhance residents’ quality of life.

Commissioner Reyes emphasized that the initiative goes beyond providing housing—it’s about creating a sustainable, inclusive community that supports Miami’s diverse and growing population. By investing in projects like Flagler Villas, the city is laying the groundwork for a more equitable future while addressing critical housing needs.

As construction begins in the first quarter of 2025 with an 18-month timeline, the building stands as a testament to Miami’s commitment to its residents’ well-being. The name “Alcalde Payés” will forever remind the community of the values of service, dedication, and compassion that inspired the project’s inception.
